The biggest issues are people living quarters/camps/construction land. The pipes and trucks are now being inspected by the Environmental Protection Agency. The need was to reduce the impact of heat use on parking lots with roads/street maintenance; these might make finding effective ways to reduce both original site and roads/street maintenance seem harder.
