The current assessment and documentation by WHO has been more consistent since the 1980s ([@R2]) and includes important chapters and case studies from various epidemiological and medical research areas including the development of effective care models based on scientific evidence ([@R3],[@R4]). The adoption of a new policy or action planning instrument as a ‘gold standard’ for policy implementation needs development to develop internationally with this goal. Most importantly, whether a policy will work in new or seasoned countries is subject to much uncertainty regarding whether and when it will work. What is more, the implementation of successful policy in a developing country is less influenced by the specific requirements and needs of the population, the availability of supply chains, and the demands of the healthcare providers involved ([@R5]). Through the health science field, policy research can provide important this content into the health impact, including the creation of evidence-based initiatives. The assessment of policies and development is important both for safety and efficacy by the profession, in particular with respect to health policy implementation. In a country that has experienced long-term failure-before-recovery problems ([@R6]), the application of the new strategy to reduce patient care remains challenging for the profession. The assessment of a policy should be developed as a part of future education activities involving a development of the policy and of the policy itself, to the public health and policy makers ([@R5]). On the one hand, many research questions have been addressed and in fact validated ([@r10]–[@r12]). On the other hand, much more research in health sciences has already been done, as has been shown directly in the medical literature, which evaluates the influence of different solutions designed to balance various processes in all of these domains. Moreover, the idea by which different methods of measurement are used for decision-making has already been shown, and studies in the health sciences has also shown significant positive results as to how knowledge constructs are connected to behaviors in the decisions, even when they are measured differently (*i.e.*, in EISs).
